Lt. Billy Williams, of the Dyersburg Police Department, has been named Officer of the Year by first responders throughout West Tennessee. Lt. Williams was honored for his integrity and leadership with the department. The first responders present the Freeman Dudley Memorial Officer of the Year Award annually.
