Thomas David Blackwell, 37, has been charged with rape of a child. The incident was reported to police by the Tennessee Department of Children's Services on March 6. Blackwell was arrested yesterday and is set for arraignment this morning. Blackwell, a friend of the child’s family, had contact with the girl at a Jackson hotel back in December.
